FAST News — Live and Breaking Coverage
Operate a live news channel through rundown changes, source verification, breaking coverage, corrections, fallback and ad reconciliation.
Harbor News breaks into a planned hour for extended live coverage while protecting accuracy, captions and advertising records.
All scenario organizations, events, contracts, prices, rates, metrics, specifications and operational records are fictional teaching assumptions. This is independent Broadcast Workflow training, with no playable media or official vendor certification.
Rundown → Sources → Live coverage → Corrections → Delivery → Reconciliation
01Set the editorial and operating priorities
A news FAST channel combines a scheduled stream with live editorial decisions. Breaking coverage can change the rundown quickly, but it does not remove source verification, rights, captions or commercial accountability. Define who can authorize each change before the hour begins.
Sample record 01: News hour brief
| Field | Instruction |
|---|---|
| Channel | Harbor News; HN-001 |
| Training hour UTC | 2027-07-06 12:00–13:00 |
| Audience | US free live news stream |
| Editorial rule | Verified facts; correction record required |
| Commercial rule | Natural approved breaks; no ads over breaking live dialogue |
The executive producer authorizes the editorial change; the director controls its output execution and cues.
02Verify source permission and provenance
A live news source may have different permissions from a library program. Check provenance, factual status and authorized use separately. A video can depict a genuine event while still lacking permission for channel use or later clips.
Sample record 02: Source and reuse rights
| Source | Permitted use | Restriction |
|---|---|---|
| Own live camera A | Live US channel | Clips require editorial and rights approval |
| Agency footage AG-14 | One channel news use in stated window | No general on-demand reuse |
| Weather package WX-12 | Live channel until 12:20 UTC | Do not use after freshness expiry |
| Social video SOC-7 | Permission unconfirmed | Do not put to air |
No.
03Prepare sources and a current fallback
Test primary and independent backup sources, return audio and captions. Fallback must be approved and editorially current. A technically healthy loop can still be unsuitable if its facts or time-sensitive information are stale.
Sample record 04: Live source readiness
| Path | State | Action |
|---|---|---|
| Camera A | Ready | Verify return audio |
| Backup camera B | Ready on independent path | Rehearsed source switch |
| Caption feed | Healthy; 5-second lag | Scenario alert above 8 seconds |
| Emergency output | Approved verified-headlines loop | Use only while facts remain current |
Verify viewer audio, video, captions and correct attribution.
04Recalculate the breaking rundown
An extension consumes time that previously belonged to other items. Make the revised hour explicit rather than allowing silent drift. Track dropped segments and shortened interviews so both editorial and commercial consequences can be reconciled.
Sample record 06: Breaking-news request
| Field | Value |
|---|---|
| Request UTC | 12:05 |
| Current live block | 12:02–12:10 planned |
| Producer request | Extend live to 12:19 |
| Commercial impact | Cancel break A |
| Editorial impact | Drop weather; shorten interview by 4 minutes |
Live grows from 8 to 17 minutes.
05Acknowledge the change across teams
A producer’s revised plan needs acknowledgment from control, segment teams and advertising operations. Maintain original and revised versions. Update platform descriptions where needed without claiming every viewer sees an instantaneous guide change.
Sample record 08: Producer and control approval
| Change | Owner | Acknowledgment |
|---|---|---|
| Extended live report | Executive producer | APP-12:05 |
| Cancel break A | Director / advertising operations | LOG-12:06 |
| Drop weather | Producer | RUNDOWN-V2 |
| Shorten interview | Segment producer | 11-minute target accepted |
| Guide note | Platform operations | Live coverage descriptor updated |
It records editorial approval, but the director, ad operations and interview team must execute the corresponding changes.
06Keep cues aligned with actual breaks
An old scheduled ad time must not automatically replace live coverage after the rundown changes. Use the approved cueing process and monitor the viewer output. A cue marker, a filled ad decision and a measured impression each represent a different stage.
Sample record 09: Ad-break cue policy
| Rule | Scenario treatment |
|---|---|
| Cue-out | Only on director’s confirmed break |
| Scheduled but canceled break | No automatic cue-out |
| Live speech | Never replace with a scheduled ad merely because old time arrived |
| Fallback | Verified editorial continuity if no commercial break |
| Return | Director-confirmed cue-in; verify viewer output |
Continue the approved live coverage.
07Protect sponsor qualification
Sponsorship can depend on a specific segment or identification. When that segment is dropped, record the unmet condition. Sales and the buyer decide whether a substitute is acceptable or a credit is needed; operations should not invent delivery.
Sample record 10: Sponsor placement agreement
| Item | Fictional term |
|---|---|
| Weather sponsorship fee USD | 500 |
| Qualification | Approved sponsor identification in the weather segment |
| Canceled segment | No automatic payment; obtain approved substitute or credit |
| Contract CPM USD | 10 |
| Platform deduction | 25% of qualified impression revenue |
No.
08Handle captions and freshness during live coverage
Live operating thresholds should be explicit and measured. Here the caption-lag alert is a fictional eight-second policy. A weather package also has a freshness deadline. Escalation and fallback decisions should preserve accessibility and current information under the approved operating plan.
Sample record 12: Freshness and caption incident
| Field | Observation |
|---|---|
| Time UTC | 12:18 |
| Caption health | Lag rises above 8-second scenario threshold |
| Weather WX-12 | Expires 12:20; removed from live rundown |
| Response | Escalate captions; prepare verified-headlines fallback if required by operating policy |
| Clearance | Caption feed recovers at 12:19; verify viewer output |
No.
09Correct an error across output and reuse
Accuracy corrections need the verified replacement, its acceptance time and the affected output context. Remove superseded graphics from active use. Later clips should not reproduce the original error or imply reuse rights that were never granted.
Sample record 13: Accuracy correction record
| Field | Observation |
|---|---|
| Original statement UTC | 12:16 |
| Error | Wrong road name in lower-third graphic |
| Verified correction UTC | 12:22 |
| Action | Replace graphic; presenter correction; record affected output |
| Clips | Any later excerpt must carry corrected context and separate use approval |
Use verified V2 from 12:22, with the presenter correction and retained error record.
10Compare actual output and audience units
The realized rundown supports timing and advertising reconciliation. Audience measures describe viewing, not editorial duration. Source-to-viewer latency is also different from caption lag, which is measured against corresponding audio.
Sample record 16: Planned versus actual hour
| Metric | Planned | Actual |
|---|---|---|
| Live report minutes | 8 | 17 |
| Interview minutes | 15 | 11 |
| Weather minutes | 3 | 0 |
| Paid break minutes | 6 | 4 |
| Total hour minutes | 60 | 60 |
No.
11Reconcile qualified ad delivery
Reporting can retain an old scheduled break or duplicate tracking events even after the output changes. Match the actual cue log with the contract-qualified delivery ledger. Use mutually exclusive exclusions before calculating revenue.
Sample record 17: Advertising tracking ledger
| Metric | Count |
|---|---|
| Raw ad starts | 70000 |
| Duplicate events | 5000 |
| Remaining invalid events | 5000 |
| Qualified ad starts | 60000 |
| Unit | Viewer-session starts; not scheduled break seconds |
70000 raw starts − 5000 duplicates − 5000 remaining invalid starts = 60000 qualified starts.
12Resolve the statement and buyer remedy
The statement combines impression revenue and any actually earned sponsorship. Commercial remedies need buyer acceptance and supporting evidence. These fictional terms pay no weather sponsorship for a dropped segment.
Sample record 19: Revenue draft
| Line | Draft USD |
|---|---|
| Qualified advertising revenue | 600 |
| Platform deduction | 150 |
| Weather sponsorship | 500 |
| Publisher receipts draft | 950 |
USD 600 impression revenue less the USD 150 platform deduction leaves USD 450 before other costs.
13Close the hour and prepare the next one
A news hour can end on time while leaving corrections, credits and technical work unresolved. Retain the accepted rundown, source permissions, error history and commercial decisions. Recheck freshness and source status for the next hour rather than copying a prior approval indefinitely.
Sample record 22: News handoff register
| Decision | Owner | Evidence |
|---|---|---|
| Fact publication and correction | Editorial desk | Verification and correction log |
| Live switch and cues | Director | Actual rundown and cue log |
| Caption response | Engineering / accessibility operations | Health and return-feed checks |
| Commercial remedy | Sales and buyer | Accepted replacement or credit |
| Reuse permission | Rights/editorial | Source grant and corrected context |
Retain both rundowns and approvals, corrected graphics, caption and failover checks, the actual ad log and the agreed financial treatment.
