FAST Channel Foundations
Build a free ad-supported streaming channel from rights and schedules through playback, advertising measurement and settlement.
Harbor Channel launches a free scheduled channel with two Harbor Street episodes in its pilot hour.
All scenario organizations, events, contracts, prices, rates, metrics, specifications and operational records are fictional teaching assumptions. This is independent Broadcast Workflow training, with no playable media or official vendor certification.
Rights → Channel clock → Assembly → Distribution → Advertising → Reconciliation
01Define the channel business
FAST is a free ad-supported television experience with a schedule. Viewers join a channel already in progress. The channel owner controls programming and must coordinate with distribution partners. Free access does not remove licensing, advertising, accessibility or operational obligations. This scenario starts with a deliberately small pilot hour so the complete clock and handoffs can be inspected.
Sample record 01: Channel commissioning brief
| Field | Fictional instruction |
|---|---|
| Channel ID | HC-001 |
| Service | Harbor Channel |
| Model | Free scheduled streaming with advertising |
| Pilot | 2027-03-01 18:00–19:00 UTC |
| Audience | US viewers; no subscription required |
| Success | Correct schedule; working playback; auditable advertising delivery |
Viewers pay no subscription in this scenario.
02Confirm the rights before assembly
A license must authorize the intended use, geography and dates. Rights to broadcast a show or offer it on demand do not automatically grant FAST rights. Map each usable asset to its license before the scheduling team sees it as available. A neutral slate also needs approval and a defined purpose.
Sample record 02: Rights grant
| Asset | Territory | Model | Window UTC |
|---|---|---|---|
| HS-E01 | US | FAST linear only | 2027-03-01 00:00 to 2027-04-01 00:00 exclusive |
| HS-E02 | US | FAST linear only | Same window |
| Harbor trailer | US | Promotion | Same window |
| Download and on-demand rights | None | Not granted | No offer permitted |
No.
03Build an exact channel clock
A channel clock allocates wall-clock time to program content, advertising and continuity. Ad-break duration must be accounted for once. Program offsets refer to content time, while schedule starts refer to wall-clock time. Mixing those concepts creates drift even when each media file appears correct.
Sample record 06: Half-hour clock
| Component | Count | Seconds each | Total seconds |
|---|---|---|---|
| Program segments | 1 | 1350 | 1350 |
| Advertising slots | 6 | 30 | 180 |
| Promos / approved continuity | 9 | 30 | 270 |
| Total | 1 | 1800 | 1800 |
1350 + 180 + 270 = 1800 seconds, or 30 minutes.
04Publish a usable guide
The electronic program guide tells the viewer what is playing and when the next program starts. Use stable channel and program identifiers, accurate durations and explicit time zones. A guide that is one minute early can be wrong even if actual channel playback is correct. Validate guide data against the accepted schedule.
Sample record 05: Channel identity and EPG record
| Field | Draft value | Issue |
|---|---|---|
| Channel name | Harbor Channel | |
| Channel ID | HC-001 | |
| E01 start | 2027-03-01 18:00 UTC | |
| E02 start | 2027-03-01 18:29 UTC | Check half-hour clock |
| Accessibility | English captions | Required by scenario specification |
Change E02 to 18:30 UTC.
05Prepare insertion and fallback
Advertising opportunities describe available time. Insertion selects approved creative for a viewing session. When a break is not fully sold, continuity or slate preserves the duration. That fallback protects playback but does not become sold advertising. Creative QC must check duration as well as content and dates.
Sample record 09: Insertion and fallback rules
| Condition | Action |
|---|---|
| Approved ads available | Insert within the declared break duration |
| No fill | Use approved slate or continuity for remaining break time |
| Creative 31 seconds in 30-second slot | Reject or obtain an approved correctly timed file |
| Break ends | Return to the correct program segment; preserve the channel clock |
Obtain an approved 30-second bank replacement.
06Connect the delivery chain
The technical handoff moves accepted assets into assembly, session-specific advertising and internet delivery. A successful URL fetch proves reachability, not correct captions, rights or playback. Test representative viewing devices and both permitted and prohibited territories. Record the asset version and configuration used for each test.
Sample record 11: Channel pipeline handoff
| Stage | Input | Output | Owner |
|---|---|---|---|
| Ingest | Accepted masters | Versioned assets | Delivery |
| Assembly | Assets and schedule | Continuous channel manifest | Channel operations |
| Ad insertion | Break opportunities | Session-specific ad decisions | Advertising operations |
| Delivery | Packaged stream | CDN to viewer player | Platform engineering |
Correct caption mapping on the TV app and deny Canadian playback.
07Close exceptions with evidence
A launch issue needs an owner, a corrective change and evidence that the change worked. Keep the original finding so reviewers can reconstruct the decision. A status marked fixed without a test result is not acceptance. Several teams may fix independent blockers before the release manager can authorize launch.
Sample record 13: Prelaunch QC report
| Issue | Impact | Owner |
|---|---|---|
| QC-01: E02 EPG one minute early | Wrong guide information | Catalog operations |
| QC-02: TV captions absent | Accessibility failure | Packaging |
| QC-03: CA playback allowed | Unlicensed territory | Entitlement operations |
| QC-04: bank spot 31 seconds | Break overrun | Advertising operations |
Not yet: the bank creative is accepted only at 17:00.
08Activate and compare reality with plan
Release authorization sets the activation time. After activation, inspect the actual output, guide and advertisements. Channel records need to show what actually occurred, including substitution and fallback events. A schedule that imports successfully still needs output verification.
Sample record 15: Launch signoff
| Gate | Evidence | Decision |
|---|---|---|
| Rights | Grant plus corrected geography | Pass |
| Clock | Two exact 1800-second blocks | Pass |
| Playback | Web and TV including captions | Pass |
| Advertising | Accepted spots and fallback tested | Pass |
| Release | Operations signoff 2027-03-01 17:30 UTC | Activate at 18:00 UTC |
Observed E01 start, break return, E02 start and hour end match the plan.
09Recover from a no-fill event
Operational recovery should preserve the program and agreed channel clock. No fill is different from media failure. A valid ad-decision response containing fewer ads may call for slate, while missing segments or playback errors need technical investigation. Log the action and its advertising consequences.
Sample record 17: No-fill incident
| Field | Observation |
|---|---|
| Incident | HC-INC-01 |
| Time | 2027-03-01 18:08 UTC |
| Symptom | Only 60 of a 90-second break sold |
| Action | Use 30-second approved slate; retain 90-second break |
| Verification | Program resumed at planned wall-clock time |
| Billing treatment | Slate is not a paid impression |
No.
10Separate fill from qualified measurement
Fill describes whether a slot received an ad allocation. Qualified delivery describes the measured event the contract pays for. Counts can be reduced by deduplication and invalid-traffic rules. Use a common reporting scope and make exclusions mutually exclusive before calculating payable delivery.
Sample record 18: Monthly ad-opportunity summary
| Metric | Count | Unit |
|---|---|---|
| Eligible ad slots | 240000 | Session ad-slot opportunities |
| Filled ad slots | 200000 | Allocated slots with approved ads |
| Unfilled ad slots | 40000 | Slate / continuity slots |
| Raw ad-start tracking events | 200000 | May contain duplicates or invalid traffic |
Allocation fill is 200000 / 240000 = 83.33%.
11Reconcile revenue in the agreed order
A revenue statement follows the contract’s waterfall. Here the platform deducts its share first, then the provider receives a share of the remaining publisher receipts. Applying the provider percentage to gross revenue creates a different result and an unsupported payment. These are fictional commercial terms, not standard market rates.
Sample record 03: Distribution agreement
| Item | Scenario term |
|---|---|
| Partner | Example TV Platform |
| Publisher inventory | All ad inventory subject to partner approval |
| Platform deduction | 30% of qualified ad revenue |
| Provider participation | 40% of receipts after platform deduction |
| Measurement | Deduplicated valid ad starts; CPM USD 12 |
| Settlement | Monthly; documentary audit trail required |
Gross is 180000 / 1000 × USD 12 = USD 2160.
12Make handoffs reviewable
Each team owns a decision and the evidence that supports it. A readable handoff identifies the accepted source, known exceptions and next required action. Keep finance’s commercial questions connected to advertising evidence without making finance responsible for re-running the channel.
Sample record 22: Handoff ownership register
| Decision | Accountable role | Evidence |
|---|---|---|
| Rights and geography | Rights operations | Rights grant and territory tests |
| Clock and EPG | Channel operations | Schedule plus EPG acceptance |
| Creative and counts | Advertising operations | QC and measurement adjustments |
| Settlement | Finance | Contract waterfall and approved statement |
Channel operations owns the guide and partner acceptance.
13Renew or stop without losing the audit trail
The license end is a control event, not just a calendar reminder. Either record an approved extension or stop the affected use at the exclusive end. Coordinate the guide, playback and fallback policy, then preserve advertising and settlement records for unresolved obligations.
Sample record 23: Renewal and shutdown checklist
| Task | Due UTC | Evidence |
|---|---|---|
| Rights review | 2027-03-20 12:00 | Extension or non-renewal decision |
| No extension: stop programs | 2027-04-01 00:00 | Rights end is exclusive |
| Update partner guide | Before rights end | No stale program promise |
| Verify denial / fallback | 2027-04-01 00:10 | Approved channel policy |
| Retain records | After shutdown | Schedule, ad delivery and settlement evidence |
Stop the licensed episodes at the exclusive end; use only separately approved fallback if the channel remains available.
